Meanwhile, the quantum-safe handbook provides detailed guidance for organisations, particularly critical information infrastructure (CII) owners and government agencies, on how to begin the transition to quantum-safe cryptography. It outlines potential risks, key focus areas, and practical steps to safeguard cryptographic assets.
The handbook was jointly developed by CSA, the Government Technology Agency of Singapore (GovTech), and Infocomm Media Development Authority (IMDA), in collaboration with leading technology companies, cybersecurity consultancies and professional associations.
While quantum computing remains in its early stages, it could eventually be misused by threat actors to break the cryptographic algorithms that secure digital systems such as financial transactions, communications, and identity management. Transitioning to quantum-safe solutions will require multi-year planning and migration efforts across industries.
The two documents are intended to help organisations begin this process. Both will be open for public consultation from Oct 23 to Dec 31, 2025, with feedback invited from CII owners, government agencies, industry players and technical experts.
