The negotiations began when both countries agreed to resume essential business travel on August 13.
Minister for Foreign Affairs of Japan Motegi Toshimitsu was in Singapore from August 12 to 14 where he met Prime Minister Lee Hsien Loong and Minister for Foreign Affairs Vivian Balakrishnan.

According to both ministries, the business track is the first framework that Japan will implement with another country, and will help restore connectivity and support economic recovery for both countries.
Following the opening of the track, public health safeguards, such as pre-departure and post-arrival testing, as well as adhering to a controlled itinerary for the first 14 days in the receiving country will be implemented.
