ASSET OPTIMISATION AND ADAPTIVE REUSE
CPG maximises the value of buildings throughout their lifecycle by adopting adaptive reuse and proactive operational strategies. Instead of demolishing ageing structures, the organisation reimagines and repurposes them – minimising carbon footprint, rejuvenating urban areas, and honouring architectural heritage. A proprietary assessment tool is used to evaluate conversion potential, enabling efficient, benchmarking-informed transformations. From iconic heritage buildings to commercial assets, this approach enhances both sustainability and economic viability.
This is further supported by CPG’s integrated facilities management capabilities, which ensure that repurposed assets continue to perform optimally. Through the application of smart maintenance practices, energy efficiency measures, and lifecycle management, CPG embeds long-term value into daily operations.
Through its Design and Research Office, CPG translates research into practical strategies by working closely with industry partners and academia to advance sustainable urban solutions. In April 2024, CPG published the Adaptive Reuse Framework, which explores the conversion of high-rise office buildings in Singapore’s Central Business District into residential or hospitality uses, unlocking new value while supporting sustainable redevelopment. This was followed by Design for Future Adaptations in September 2024, a study examining how strata offices and B1 industrial spaces can be transformed into residential or hybrid live–work arrangements. These research efforts promote a more adaptable and resilient built environment, while preserving architectural integrity and extending building lifespans in response to evolving urban needs.
ENVIRONMENTAL SUSTAINABILITY AND DECARBONISATION
To support Singapore’s net zero ambitions, CPG takes a comprehensive approach to reducing carbon emissions across the entire building lifecycle – from how materials are chosen to how buildings are operated. By using advanced digital tools to track and manage carbon impact, CPG is able to make informed design and planning decisions. Its strategies combine energy-efficient design, the use of renewable energy, and innovative solutions such as carbon offsetting to create greener, more sustainable spaces. These efforts are evident in recent projects such as the National University of Singapore (NUS) School of Design and Environment (SDE) 1 and 3, as well as the State Courts.
Facilities management is strengthened through artificial intelligence and IoT-driven SaaS platforms, enabling real-time energy optimisation, predictive maintenance, and comprehensive sustainability reporting. This ensures that green intent is matched by long-term performance and measurable outcomes.
Beyond implementation, CPG advances sustainability through research, industry engagement, and cross-sector collaboration. Its Decarbonisation Playbook, published by CPG’s Sustainability Office, offers strategic guidance for low-carbon, resource-efficient development and helps shape best practices across the built environment. Strategic partnerships with industry stakeholders and institutes of higher learning further bolster these efforts, promoting sustainable infrastructure education and equipping future talent with expertise in environmentally conscious design.

CLIMATE RESILIENCY AND ADAPTATION
As climate risks intensify, the built environment must adapt to rising sea levels, heavier rainfall, and increasingly frequent extreme weather events. CPG plays a vital role in protecting communities and infrastructure through integrated and sustainable climate adaptation strategies.
With strong capabilities in environmental engineering and urban planning, CPG has been at the forefront of Singapore’s resilience efforts. Commissioned by Singapore’s National Water Agency, PUB, to lead the nation’s first major coastal study for the City East Coast area, CPG assessed over 58 kilometres of coastline and 213 square kilometres of inland territory. The study examined a range of solutions including sea walls, earthen bunds, elevated structures, and nature-based interventions such as mangrove restoration and green buffer zones. These proposals aim to mitigate flood risks while also enhancing recreational spaces and urban liveability.
This landmark project led to the formation of CPG’s dedicated Climate Resilience Team, which focuses on strengthening Singapore’s climate defences through sustainable and context-sensitive strategies. Leveraging expertise across engineering, urban design, and master planning, the team addresses climate vulnerabilities with holistic and future-oriented solutions.

Resilient cities are built on strong communities. CPG places people at the heart of urban design by embracing a placemaking philosophy that prioritises liveability, inclusivity, and well-being. CPG’s projects such as Bidadari Park, Lakeside Garden, and Gardens by the Bay reflect this philosophy in action. These spaces are designed to be immersive, accessible, and ecologically rich, blending natural systems with thoughtful amenities to encourage everyday use and intergenerational engagement.
Bidadari Park, for instance, restores the area’s natural marshland and introduces walking trails, boardwalks, and open lawns that support biodiversity and recreation. Meanwhile, with an expansive water frontage, Lakeside Garden capitalises on its waterfront location and creates amenities and spaces for all to enjoy amid nature, greenery, and lakeside views. At Gardens by the Bay, CPG contributed to one of Singapore’s most iconic public destinations, where innovation in landscape and infrastructure comes together to shape a new model of urban green space and a fantasia showcasing horticultural craftsmanship and floral artistry at its finest.
